Position Details 

Title: Budget Analyst
Location: Accounting and Chief Financial Office @ The Library Services Center
Hours: Full-Time (40 hours / week)
Schedule: 8:00 am to 5:00 pm, Monday through Friday
Starting Hourly Rate: $25.80
FLSA Status: Exempt

A successful candidate will… 

  • Have a bachelor’s degree in accounting, finance, or a related field, or equivalent work experience.
  • Have five years of work experience in finance/accounting.
  • Be available to work the scheduled hours.

What does the job look like? 

  • Establishes and implements policies, controls, procedures, and guidelines used to manage the Library’s budget, including annual, mid-year, and end-of-year amendments. Prepares Board Resolutions for budget transfers and amendments. Prepares budget transfers and amendments (on GL) and enters the financial system. Prepares monthly warrant resolutions for Board approval. Manages documentation of department policies and procedures. Assists with Internal Control documentation, monitoring, and annual review and update of internal controls.
  • Analyzes, develops, and implements comprehensive plans, strategies, solutions, and performance measures directly related to the effective management of the Library’s budget, including the development and presentation of complex financial analyses. Prepares monthly reconciliations of subsidiary ledgers to general ledger activity. Review balances and status of Open Purchase Orders in the Operating Fund, Rainy Day Fund, and LIRF and reconcile to the general ledger.
  • Works with other departments to develop budgets and plans for programs including coordinating branch and department-level budgeting for the annual budget cycle and holding quarterly budget and encumbrance review meetings with department directors.
  • Using historical trends and other data as appropriate, prepare financial forecasts as a basis for planning and decision-making for the Library. Update the Long Term Financial Plan with information gathered from meetings with Library directors and managers.
  • Perform special assignments, research projects, and prepare focused analyses as directed. Prepare Annual Investment Report for the Marion County Board of Finance. Assist when needed with Annual Comprehensive Financial Report (ACFR) preparation, specifically Introduction, Statistics, various work papers, design, and compilation of ACFR sections into a single document.
  • Tracking payments to appropriations for payments, reviewing the state’s Gateway online portal, and complying with debt-related regulatory filing requirements by the Department of Local Government and Finance (DLGF).
  • Make forecasts about budget needs for future accounting periods. Administer budget activities, such as assisting with the preparation of and gathering of data for annual operating budgets, reports, and presentations. Manage budget preparations and create an annual finance Budget Book. Review the Fiscal Plan and compare it to projections and the budget. Enter information into the Gateway online portal, including a 16-line statement and all related budget forms required by DLGF for annual state budget approval.
  • Gather & upload documents in Gateway in preparation for annual budget workshop with DLGF representative. Submit time-sensitive advertisements for Budget Public Hearing. Monitors salary budget and budget by employee positions. Maintain budget calendar and ensure deadlines are met. Prepares GFOA Budget Book
  • Able to work the normally scheduled work time for this position.
  • Able to cope with daily job-related stress.
